In ArcGIS Pro 2.1, Geodatabase Topology can be seen in the drop-down for Topology even when it is moved from the Contents.

The topology layer itself is not required to be in the map to allow the topology the layer participates in to be utilized. The feature classes that participate in a topology know the controller datasets and always act as if they are part of that controller, so the editor ribbon understanding that the feature class has a topology is as expected.
