Bogue

In ArcGIS Online, a hosted tile layer with a custom tiling scheme is unable to add to an existing map or is automatically added as the basemap in a new map.

This is expected behavior. If a tiled map service supports export map, the map viewer will use that if the tiling scheme does not match. If the service does not support export map, then it will either be added as a basemap or rejected as tiling scheme mismatch.

Solution de contournement

Use the ArcGIS Online tiling scheme.
