This is a known limitation of the Hub Download system. Downloads for non-publicly shared items/datasets are available in the several different formats observed because any user accessing the item is necessarily not anonymous and has access to the item, and thus they can use the export capability of the ArcGIS Online system. When items are publicly shared, we assume they are publicly shared in order to make them available to anonymous users (this is a primary use case, making data publicly available to anonymous users), and we use a different library to provide only the download formats we are able to generate using the item's publicly exposed service endpoints (since an anonymous user cannot use the ArcGIS Online export capability). This accounts for the differences in download formats available between publicly and non-publicly shared data.
