In ArcGIS Experience Builder, datacentric widgets are frozen if the target of an action is adjusted in live view.

This is the expected behavior. When the action data is a specific view, the filter is only applied to the specific view, and the default view remains unfiltered. Therefore, the count for the default view is unchanged. When the filter is applied on the default view, all the views are affected.
