Bogue
In ArcGIS Enterprise 11.1, after creating new points and saving the layer in Portal for ArcGIS Map Viewer or Map Viewer Classic with a survey form published from ArcGIS Survey123 Connect 3.18, the new points are not displayed on the Map Viewer user interface (UI) but exist on the Data tab and Visualization tab of the layer.

This behavior is as designed in ArcGIS Survey123 3.14. Unless the inbox is enabled or editing sent surveys is enabled upon the initial publishing of the survey, querying on the feature services is disabled in ArcGIS Survey123 Connect.
