The U.S. 2025 data for use with ArcGIS Business Analyst Enterprise contains more layers of geography than previous years and the maximum post size for the file upload is exceeded during installation on 11.1 or 11.2. ArcGIS Business Analyst Enterprise versions 11.1 and 11.2 are in mature support and are no longer being patched but a workaround is addressed in this Knowledge Base article.
