If data is appended to a feature class with domains and a null value in a field, the domain is not selectable in the attribute table.

This issue is not reproducible in ArcGIS Pro. Appending a row in the manner described results in new rows with standard access to the domain values drop-down from the attribute table. Upgrading to ArcGIS Pro 3.1.x resolves this issue.
