Bogue
If administrators own groups that have the 'Members can update all items in this group' capability in Portal for ArcGIS 10.5, the Administrator role cannot be changed to another role.

This is as designed. Only members assigned the default Administrator role can own groups that have the "Members can update all items in this group" enabled. Therefore, the Administrator role of a Member who owns a group with the update capabilities enabled cannot be changed while they are assigned ownership of the group.
