If a portal is not set to be accessed over HTTPS only, Workforce for ArcGIS projects creates, but fails to load since the workers and assignments layers are getting added to the map over HTTP, causing a mixed content issue. This is if the workforce project is accessed over HTTPS and not HTTP.

Solution de contournement

Allow the portal to be accessed over HTTPS only, then create a project in Workforce for ArcGIS. This can be done in portal through My Organization >Edit Settings > Security >Allow access to the portal through HTTPS only.
