Adding a query URL with parameters is not a supported workflow. In the documentation (https://enterprise.arcgis.com/en/portal/latest/use/add-item-from-url.htm), step 3 states that parameters should not be appended to the URL and shows the supported URL format. Use the filter component in Map Viewer or use the custom URL parameters option when adding via URL.
