This issue is addressed in ArcGIS Pro 3.3.Solution de contournement
1. Add left and right parity fields to the reference data and populate each record with the corresponding parity value, with an even number for the right side and an odd number for the left side based on the house number values.
2. Build the locator and map the Parity Left and Parity Right fields in the Create Locator tool. Refer to https://pro.arcgis.com/en/pro-app/latest/help/data/geocoding/locator-role-fields.htm for more information.
