Starting with ArcGIS Pro 2.8, the Data Reviewer's map-based rules have been deprecated. Users are encouraged to use this check-in attribute rule-based workflows instead. The Event on Event check was migrated to attribute rule-based validation workflows starting with the ArcGIS Pro 2.6 or Enterprise 10.8.1 releases. Refer to https://pro.arcgis.com/en/pro-app/latest/help/data/validating-data/manage-reviewer-rules-in-a-geodatabase.htm for more information about the Data Reviewer's integration with attribute rules.
