Bogue
Extracting an empty table in ArcGIS Online and the Portal for ArcGIS web map fails, when extracting as a CSV/KML/shapefile in ArcGIS Online, and as an FGDB in Portal for ArcGIS. This occurs whether data is hosted on ArcGIS Server or ArcGIS Online.

If the table is downloaded for other purposes than maintaining the schema, download the table as a file geodatabase in ArcGIS Online.
