This is as-designed. if exporting a BASELINE or PERMDELTA export_type the user should provide a from_time argument to the ExportAixm51 function. Temporality attributes in the AIXM 5.1 export file are not populated from the AIS gdb. If the user sets export_type to BASELINE or PERMDELTA, but does NOT input a from_time argument, the ExportAixm51 uses current system time to set validfrom_date and featurefrom_date. A related doc issue, BUG-000117223 ImportAixm51 and ExportAixm51 temporality is explained in the Help. The help documentation will be updated to better explain the tool behavior.
