Explorer for ArcGIS on iOS and Android devices fail to display the scale dependency-enabled WMS layer at initial extent of the web map even though the layer is visible in the ArcGIS Online map viewer.

When loading maps, the runtime loads the map to fit the initial extent within the device's viewport. This means the scale will vary quite a bit depending on device. - Set map up to be less strict with scale dependency - Launch Explorer via url scheme with center/scale parameters provided https://github.com/Esri/explorer-integration
