Explorer for ArcGIS 17.1.0 does not allow the user to display a standard Esri basemap (i.e. Topographic, Imagery, Imagery with labels, Light Gray Canvas, and so forth) if the Portal for ArcGIS web map is initially prepared with a custom basemap.
