Duplicate of BUG-000097245: This bug was fixed in ArcGIS Desktop 10.5. A patch fix was also released for ArcGIS Desktop 10.4.1 products. The stream link patch that fixes this bug in ArcGIS 10.4.1 for (Desktop, Engine, Server) is available here for download: http://support.esri.com/download/7428
