Error 400 is returned when accessing ArcGIS Server 10.7 sites through the fully qualified domain of the server machine where the fully qualified domain name (FQDN) contains a numerical value in the top-level domain (for example, .com).

As noted in the steps to reproduce this issue, later versions of ArcGIS Enterprise do not encounter this bug. Since ArcGIS Enterprise 10.7 is no longer supported, this will not be addressed in the reported version. Please contact Esri Technical Support if further issues persist in supported versions of the software.
