Equivalency: ArcGIS Pro does not print the map services the same as ArcMap. Services visible in the print in ArcMap does not show up in ArcGIS Pro.

The reported defect (export or print is not WYSIWYG with display in ArcGIS Pro) is not reproducible. Both clients behave the same once the scale range limits are removed. ArcGIS Pro applies a scale range limit to the layer, which is not present in ArcMap, causing a display difference. However, exports from ArcGIS Pro match the display in testing in the current release.Solution de contournement
In ArcGIS Pro, use the Copy to Clipboard button in the Output section of the Share tab in the ribbon. The copied image of the layout with the basemap showing can be pasted directly into the layout or in an application.
