This is by design. When an ArcGIS Pro add-in references an external library, it first checks the Pro\bin and Pro\bin\Extensions folders. If the DLL is not found in these locations it displays 'NAME NOT FOUND', 'PATH NOT FOUND' as a Result (in ProcessMonitor). ArcGIS Pro then continues to look for the DLL in the add-in's Assembly Cache, and if it finds it there, it displays 'SUCCESS' as the Result.
