Dragging and dropping a layer from the Contents pane to another map only succeeds when the two maps are viewed in different tab groups.

You are able to drag/drop feature layer from one Map contents pane to another map. When you drop the layer, you will need to drop it to the active map view instead of dropping layer on map tab.
