Downloading the map area returns the error message, "Unable to complete operation" when the web map contains an ArcGIS Server feature service using versioned data.

> Starting in 10.7, the `registerExistingData` option can be used with traditionally versioned data (layer property `"isDataVersioned": true`) as indicated with the `"supportsRegisteringExistingData": true`, property on the service. Using `registerExistingData` with traditionally versioned data requires the reference replica to have never been synced.
