Downloading dataset from Open Data changes Date field to String field, preventing Operating System settings from converting UTC time.

Solution de contournement

In ArcMap, use the Convert Time Field tool to convert the date field to a string field to display the date according to Operating System settings. http://desktop.arcgis.com/en/desktop/latest/tools/data-management-toolbox/convert-time-field.htm **UPDATE: Do not export updated results to CSV format, this will reset the string back to a Date field which reintroduces the issue.
