ArcGIS Pro versions prior to 3.2 contained a drawing defect with some fonts where ascenders were not properly represented. This issue is resolved in ArcGIS Pro 3.2.
The defect caused lines of text to be too close together and callouts to fit the top of the text too closely as well. Resolving this defect did result in a change of bounds because the bounds were incorrect.
In the case reported here, the text is drawing too high for it's position. This is noticeable by adding a Background callout and seeing the positioning of the text in the background. The positioning is correct in ArcGIS Pro 3.2 and higher. Changing draw is generally avoided in the product, but it was done in this case given the incorrect nature of the existing behavior. There is no plan to restore the previous defective drawing.
