Bogue
Disabling the 'Collect here' setting in the ArcGIS Field Maps web app via the Feature actions does not remove the 'Add collection' option in the mobile app. Users are still able to collect and submit new features.

This is expected behavior, as 'Collect Here' refers to a specific action and does not reflect the collection of features in general. Please refer to this documentation on what 'Collect Here' refers to and how to use it: https://doc.arcgis.com/en/field-maps/ios/help/capture.htm#ESRI_SECTION1_4CC646D6674D47758BBB6888DBCAACE6. When that action is disabled via the app settings, the workflow outlined in the documentation is no longer available to the user since 'Collect Here' has been hidden. In order to disable collection in general, follow the instructions in the workaround to disable editing at the feature service level or just disable editing for certain layers using the Map Viewer. The latter change would only be unique to that web map and not to the service itself.Solution de contournement
Disable editing on the hosted feature layer to disable the collection setting by default. Alternatively, configure specific fields to be read-only in the web map pop-ups in Map Viewer Classic.
