Bogue
Default administrators are unable to share a survey publicly using the ArcGIS Survey123 website if the survey is created by a member without the privilege of 'Share with Public'.

This is not reproducible in ArcGIS Survey123 3.10.Solution de contournement
- Sign in as the administrator on ArcGIS Online.
- Navigate to the items.
- Update the sharing setting of the items.
- Return to the ArcGIS Survey123 survey page.
- Select the Collaborate tab.
- Ensure that the 'Everyone (Public)' setting is checked.
- Submit in an incognito window.
