Re-project the original data to Web Mercator Auxiliary sphere, ensure to use the NAD_1983_To_WGS_1984_1 transformation. Once re-projected add this layer to a brand new instance of ArcMap and publish it to ArcGIS Online from there. (See attached screen shot of project tool setup)Étapes pour reproduire
