The workaround is to create an empty annotation feature class with the reference scale (ie 3,000) and annotate the selected features.8/20/07 - users in incident 585523 found that if they maintained theier personal geodatabases and SDE geodatabases at 9.1, they could still create the annotation classes using the highway marker symbols.
