This is expected behavior when working with ArcGIS Enterprise and attempting to download a web map that contains an Esri basemap, without having stored ArcGIS Online credentials with that item. Because the tiles being exported require authentication using ArcGIS Online credentials, the user is prompted to provide them. See the recommended workflow for storing credentials with Esri basemap items: https://doc.arcgis.com/en/collector-classic/windows/create-maps/offline-map-prep.htm
