Changing the short name (URL) of an ArcGIS Online organizational account causes publicly shared Web AppBuilder applications to be accessible over both the old and new URLs.

As Designed: The organization name in the URL technically doesn't matter in terms of finding the item, only the item ID (appid) matters. You can include any name in front of the maps.arcgis.com part of the URL and it will load that app. This works the same way when using the base of https://www.arcgis.com/apps/webappviewer/index.html?id= with the item id.
