Certain records show different match addresses for the same input address when geocoded twice using the ‘USA_ZIP4’ locator of StreetMap Premium 2019 R1.

This issue is reproducible in ArcGIS Desktop 10.6.1 and 10.7.1. Unfortunately, this is a known limitation. It is possible that certain addresses can flip between two possible candidate match addresses when they have a complexity that may cause a search for one address type to time out and falls to the lower locator. In this case, it is the Street Intersection match to the StreetAddress locator that can sometimes fall to the StreetName locator (the next locator in the composite). Street Intersection matching is possible with classic locators, but are often problematic. Fortunately, it works better with the new locators.
