Before ArcGIS Enterprise 11.3, ArcGIS Enterprise only contained a set of Living Atlas items that were available at the time of release. For new items to be added to Living Atlas, upgrading to the latest version of ArcGIS Enterprise is required. In ArcGIS Enterprise 11.3, the ability to update the included subset of Living Atlas content in the ArcGIS Enterprise portal is introduced. Add the desired ArcGIS Living Atlas layer to Portal for ArcGIS as an item.
