This issue has been addressed in version B of the ArcGIS Server 10.8.1 Security 2022 Update 1 Patch released on Sept 1, 2022. The corrected patch is available for download at https://support.esri.com/en/download/8043Solution de contournement
A B version of the ArcGIS Server Security 2022 Update 1 Patch is now live on the support site. This affects 10.9.1, 10.8.1 and 10.7.1. The URL is:
