Note that ArcGIS 10.8.2 is the current release of ArcGIS Desktop and will enter Mature Support in March 2024 (https://support.esri.com/en-us/products/arcmap/life-cycle). There are no plans to release an ArcGIS Desktop 10.9, and we recommend that you migrate to ArcGIS Pro. Authorize the ArcGIS Tracking Analyst extension license in License Server Administrator, and then reopen ArcMap on the client computer, and clear the extension check box.Alternatively, use the registry hack to remove check marks on client computers:[HKEY_USERS\S-1-5-21-484763869-1958367476-725345543-235044\Software\ESRI\Desktop10.1\ArcMap\Extensions]"{D53BF20F-24FB-11D4-B34C-00104BA2ABCC}"=dword:00000002dword:00000002 - Check mark offdword:00000001 - Check mark onWhen attempting to turn on the extension even though no license is available in the License Manager (LM), the registry gets set to 1, indicating the extension is enabled, and in each subsequent start of ArcMap, it hits the LM looking for the Tracking Analyst extension. This works for other extensions as well.
