The installer is reading HKEY_LOCAL_MACHINE\SOFTWARE\ESRI\ArcInfo\Desktop\8.0\SPBuild and will fail if the value is 9.3.1.3500. The install will proceed successfully if the registry value is changed to 9.3.1.3000, but this may have unpredictable implications.The more appropriate workaround is to uninstall ArcGIS Desktop, reinstall to 9.3.1 without SP1, and then install Business Analyst.
