This issue is fixed in ArcGIS Enterprise 10.7.1 via the ArcGIS Server 10.7.1 Optimize Service Deletion Patch available at https://support.esri.com/en/Products/Enterprise/arcgis-server/ArcGIS-Server/10-7-1#downloads?id=7801.Solution de contournement
After the first attempt to delete times out, attempting to delete the hosted feature service for the second time is successful, or install the available patch if running in ArcGIS Enterprise 10.7.1.
