Basemaplayer Cached service layers do not draw after clearing the cache using Customize > ArcMap Options > Display Cache and clicking the 'Clear Cache' button.

Solution de contournement

Workaround:1. - Move the cached service layer outside the base map - Pan around- Move the cached service layer back into the base map- Everything works ok2. - Never do ArcMap Options > Display Cache in the same session if you don’t want to get into this state
