This is a known limitation with hosted services from ArcGIS Server 10.7.1 and is resolved in ArcGIS Server 10.8. The Attachment Viewer configuration panel is updated to show the correct error message when hosted ArcGIS Server 10.7.1 services are present in the web map to clarify the situation to the app creator.
