GenerateTessellation is improved in upcoming ArcGIS Pro 3.1 and ArcGIS Server 11.1 . Improvements affect both Linux and Windows. The performance we observed on the Linux server was about 50% slower than similar hardware running on a Windows VM (which is a similar architecture). There are ongoing efforts to further improve this. Please re-evaluate on ArcGIS Server 11.1.
