Note that ArcGIS 10.8.2 is the current release of ArcGIS Desktop and will enter Mature Support in March 2024 https://support.esri.com/en-us/products/arcmap/life-cycle. There are no plans to release an ArcGIS Desktop 10.9, and we recommend that you migrate to ArcGIS Pro. Follow either one of these workarounds:
- Publish with ArcGIS Pro from local machines.
- Revert to ArcMap 10.5.1.
- Remote into the ArcGIS Server machine when publishing from ArcMap is necessary.
- Change the adminUser for ArcGIS Server to the local active directory domain.
