ArcMap is reliant on GDI functions related to printer and page. When those functions are unavailable or time out due to the spooler being unavailable, ArcMap cannot function properly. This is a known limitation of ArcMap's reliance on GDI, and this reliance on the printer is documented in this kb article: http://support.esri.com/technical-article/000009826
