This issue is addressed by the development team and is not reproducible on the recent versions of ArcGIS Enterprise (10.9 and 10.9.1).Solution de contournement
- Change the video resolution from 320x240 to 640x480, and then add the video to the story map.
- Use external software for video conversion, https://cloudconvert.com/mp4-converter.
