Bogue
ArcGIS Server skips the decimal delimiter when publishing a service with annotations using a comma decimal delimiter. This occurs when the decimal delimiter in ArcGIS Desktop 10.3 and 10.3.1 is different from the decimal delimiter in ArcGIS Server.

- Directly edit the HTML expression size of the annotation by removing the decimal places and decimal delimiter. Follow the instructions in the video: workaround1.swf.
- Set a dot as the decimal delimiter on the machine with ArcGIS Desktop. Follow the instructions in the video: workaround2.swf
