Bogue
ArcGIS Server service instances stop responding after accessing map services with annotation layers and the SymbolID of the annotation layer is set to "-1".

This issue was logged against a version of the software which is no longer supported, and has not had activity in some time. - Make sure the symbology defined in the symbol collection is used in the annotation layer. SymbolID value must be equal to or greater than 0.
- The user can create a new symbol in the symbol collection which is matching the symbology used in the layer and update the SymbolID to the newly created symbology ID. This ensures the SymbolID avoids getting the "-1" value.
