ArcGIS Server discover observer fails if the target ArcGIS Server site contains one or more usage reports whose names are all numbers.

Solution de contournement

You will need to do this for each ArcGIS Server you are failing to connect to:

• Log into the affected ArcGIS Server's admin endpoint > usage reports.
• Click on the offending usage report > edit.
• Copy the usage report JSON and save it to a file to serve as a backup.
• Delete the usage report. (usage reports > 'report name' > delete)

Repeat steps 1-4 for each offending usage report.

Try registering the ArcGIS Server site with ArcGIS Monitor again or try running the observers, if the ArcGIS Server site is already registered for monitoring.
