Labels for graphics and features are currently controlled by a single labeling algorithm that handles the deconfliction of all labels in the MapView and places labels topmost in the rendering order to avoid them be obscured by other map content.

Solution de contournement

Use ArcGISDynamicMapServiceLayer with DynamicMapLabel instead. However, the performance is not as good as graphics labeling.
