The project provided, when opened, had the map coordinate system set to WGS84, which is why the exported PDF contained WGS84 sr. when I changed the map spatial ref to State Plane and exported to PDF, it did include the state plane SR (you can open up the PDF in notepad and search for PROJCS to see this). As such, reported issue is not reproducible.
