Performance improved for ArcGIS Pro with a recent Window patch update. In-house testing to create a Domain in a file geodatabase stored on a network in ArcGIS Pro 2.4 now takes less than 5 seconds (originally reported time is 15 seconds). This is a reasonable result as ArcGIS Pro executes through the Geoprocessing tool while ArcCatalog calls low level ArcObjects API directly.
