Bogue
ArcGIS Pro returns a red error bar when publishing hosted tile layers to Portal for ArcGIS 10.3.1 if the Portal site has a domain name system (DNS) alias referenced via the WebContextURL property. The publishing fails when requesting published service information via the Administrator API, or fails to provide a token to access the published server service or the Caching tools.

To bypass the error:
- Enable administrative access on the hosting server web adaptor.
- Share the tiled service with everyone.
- Switch to manual caching.
Alternatively, do not use a DNS alias or reverse proxy via the WebContextURL property for the Portal site.
