ArcGIS Pro report does not honor 'Start on a new page' and 'Repeat on every page' associated with the group header when working with a related report.

Solution de contournement
Increase the page footer height to 0.5 or 1 inch (maybe more depending on the amount of related data) so that the related data is incorporated.
